Russian Expression “Кто тебя напугал?”

In the short story «Без Паники!» which appears in New Penguin Parallel Text Short Stories in Russian the author writes “кто тебя напугал?” which the translator renders as “what scared you?” Shouldn’t it be “who scared you?”. Wouldn’t “what scared you” be “что тебя напугал?

In fact, it is a mistake. Кто тебя напугал is "Who scared you?" "What scared you" would be Что тебя напугало.
