Is from 16.00 to 18.00 (4 pm to 6 pm) considered днём or вечером in Russian?

Hello! It is a ver good question because evening starts at 05.00 PM in Russia. I would say С четырёх до шести вечера in this case. Sometimes it also depends on the light, in winter it is more normal to say вечера even at 04.00 PM because it is already dark.
